Leaders of the St Elizabeth Homecoming Foundation have questioned NaRRA’s role as the lead agency for Jamaica’s post-Hurricane Melissa rebuilding, arguing that the Urban Development Corporation (UDC) is better equipped for the task.
Ambassador Byron Blake criticised NaRRA’s slow development, saying the agency lacks a clear plan and will take too long to become fully operational.
Dr Trevor Hamilton also argued that creating NaRRA was unnecessary because the UDC already has the technical expertise and experience needed for major reconstruction projects.
Prime Minister Andrew Holness defended NaRRA, saying it is a temporary body created to speed up rebuilding while working alongside existing agencies.
