Opposition Spokesman on Finance Julian Robinson says Jamaica’s economic growth will remain limited unless the Government resolves bottlenecks preventing full spending of the capital budget.

Speaking in the Budget Debate, Robinson argued that significant underspending over the last three years reflects poor economic management.

He noted that about 60–70% of capital spending sits within ministries headed by Prime Minister Andrew Holness, which he suggested could be creating administrative bottlenecks.

Robinson also urged faster implementation of procurement opportunities for MSMEs, saying greater participation would help businesses expand, create jobs and grow the economy.
