The new NIDS bill was passed in the lower house on Wednesday, with 14 amendments.
This after prime minister Andrew Holness made his contribution to the debate on the bill, and Justice Minister Delroy Chuck closed the debate.
The Act to provide for a national identification and registration authority for a national identification system, will now go before the senate.
The prime minister said the National Identification and Registration Act, (NIRA) , 2021, is long overdue, having been contemplated by previous governments, over the past 40 years.
Mr Holness lamented that too often, politics is used to fuel fear of newness and change among citizens.
He said in the past, when the Jamaica Labour Party was in opposition, the members did not play politics with legislation brought before the house.
Mr Holness, however, acknowledged that he has learnt valuable lessons, in the wake of the situation regarding the previous NIDS bill.
The current opposition, Peoples National Party, had taken the matter to court citing constitutional breaches, and the court ruled in their favour.
