Dembélé became the first player since Oleg Salenko in 1994 to score a first-half World Cup hat trick, while Désiré Doué added a late fourth goal.
Norway briefly responded through Thelo Aasgaard, but France remained in control throughout the match.
Both teams had already qualified for the knockout stage, with France topping the group and Norway finishing second.
