3 PEOPLE DEAD AS ELSA RACES THROUGH THE CARIBBEAN

Tropical Storm Elsa battered the southern coasts of Haiti and the Dominican Republic, downing trees and blowing off roofs as it sped through the Caribbean, killing at least three people.

A Tropical Storm Warning remains in effect for Jamaica.

The storm was centered about 140 miles east of Kingston, Jamaica, and was speeding west-northwest at 23 mph.

Weather conditions over Jamaica will begin to deteriorate within the next 3-6 hours with rainfall spreading over northern and eastern parishes, and then to the rest of the island during the night and early tomorrow.

3-6 inches  of rainfall could cause flash flooding in low-lying areas.

Strong winds, gusting to near tropical-storm-force, are also expected tonight and early tomorrow morning.

Storm surges of 1-3 feet could also be experienced over coastal areas of

northeastern parishes.

The storm was forecast to hit Cuba next on a path that would take it to Florida, with some models showing it would spin into the Gulf or up the Atlantic Coast
