England took the lead through Anthony Gordon, but Argentina fought back with late goals from Enzo Fernández and Lautaro Martínez.
The defending champions are through to the final, where they will meet Spain on July 19.
Spain booked their place after a 2-0 victory over France in the other semi-final match played on July 14.
Meanwhile, the Golden Boot race remains wide open, with Lionel Messi and Kylian Mbappé still level at the top of the scoring charts with eight goals each.
